Born in Munich on 10 February 1954. Roman Catholic. Married; has four children.
Attended Traunwalchen Primary School. Obtained Abitur (higher-education entrance qualification) at the Staatliches Landschulheim Marquartstein (secondary school). Studied business administration at Ludwig Maximilian University in Munich. Graduated with a degree in business administration in 1979. Awarded a doctorate in governance and public policy in 1985. Served an apprenticeship as a miller. Passed the journeyman’s examination in 1977 and the master craftsman’s examination in 1980.

Deputy chairman of the Christian Social Union (CSU). Member of Traunstein district council since 1984.
Member of the German Bundestag since 1990. Chairman of the Bundestag group of CSU parliamentarians from November 2005 to November 2009. Federal Minister of Transport, Building and Urban Development from October 2009 to December 2013.
Chairman of the German Bundestag’s Committee on Economic Affairs and Energy since January 2014.
